30fps is understandable for a open world racer, but it still gives the handling a totally different feel than the "real" Forza games at 60fps. This sound more like an arcade racer than a sim - which is not bad per se, just a much different racing experience. The physics are still running at 60fps.
In the wheel profile advanced settings, set steering linearity to 50, set inside dead spaces to 5, outside to 100, and set sensitivity to zero. That should handle the touchiness.
