When they are downed, they can be killed by you if you shoot them or something. Other NPC enemies will only down your settlers. You can kill them regardless if they're already down or not just like you can kill provisioners to rearrange supply lines.

I made a central "shipping" depot somewhere like Oberland Station and sent 4 provisioners from there to the corners - Starlight, County Crossing, Egret, and Jamaica Plain. Those 4 settlements now act like trading depot with shops. Assign provisioners from settlements to whichever of those trading hubs is in its quadrant.

I killed everyone in the covenant, the beds all still were owned by the dead owners. However by manually assigning a settler to the bed I was able to get out of this predicament and use them for myself. Click on the bed and then type setownership and hit enter. (It will still look red, you have to point away with your mouse so the crosshair gets "updated"). As i said you can do it with pretty much everything in covenant, this way you dont have to steal everything etc. pic. The destroyed turrets will leave some remains on the wall, i dont know
